Legislative Priorities

Summary of Legislative Priorities for 2026 Session


  • House File 937. Passed House 2025. Pending in Senate, assigned to the Judiciary Committee. Improves peer support under Iowa Code § 622.10(9)(c)(2), including extending protection beyond “testimony”, supports improving first responder mental health & wellness. Also, amends statutory grounds for ILEA decertification actions by penalizing abusers of the process and provides for accountability of violators, adopts rules of evidence including verification of authenticity of documents, cleanup code & definitions, clarifies ILEA’s authority, and provides due process.
  • Pass Peace Officers’ Bill of Rights (POBR) (§ 80F.1) group bill proposal (HSB 625, no SF yet). Cleanup and clarification of POBR definitions, provisions, and standards to provide due process for public safety officers who face complaints and administrative investigations.  Provides a mechanism to hold violators of the law accountable. Also, amends
  • Brady/Giglio provisions, allowing officers to receive the right to appeal.
  • Improve the cross-section of Iowa Law Enforcement on the ILEA Council. Amend Iowa Code § 80B.6(1)(h) and (i) to reduce population requirements for membership on the ILEA Council to city from fifty thousand to greater than twenty-five thousand and to cities with populations less than five thousand, so small, rural agencies have representation on the ILEA Council.  Amend § 80B.6(1)(a) to one resident of the state who has not been employed as a certified law enforcement officer.  Add Fraternal Order of Police and a police officer employed by a Regents institution to the ILEA Council, so law enforcement is fairly represented, and limit membership on the ILEA Council to two terms.
  • Pass IPERS bill to support recruitment and retention of law enforcement officers.
